Montgomery County Sets New Bar in Performance Measurement

Montgomery County, Maryland has introduced the third phase of its growing initiative around transparency and accountability — the redesign of CountyStat. County Executive Ike Leggett says about the first revision to CountyStat since 2007, “[…] This upgrade of the site shows that we are serious about continually improving our methods so that the site will be of even more use to our residents and businesses as they examine the work of their government.”

CountyStat builds upon Montgomery County’s strong foundation for transparency and accountability, including the County’s open data portal and financial transparency resources, Budget Montgomery and Spending Montgomery.

Featuring Data-Driven Problem Solving

CountyStat’s performance management program collects, measures, and reports on a variety of County initiatives including:

  • The County’s priority objectives
  • Individual departmental performance data
  • A growing number of cross-department initiatives

Cross-department initiatives showcase the County’s innovative approaches to problem solving that emphasize data-driven teamwork. Learn more about the County’s Positive Youth Development Initiative (PYDI). The initiative is a collaborative effort between the County’s Departments of Health and Human Services, Recreation, and Police, plus other stakeholders such the State’s Attorney’s Office. CountyStat worked across these partners to create a set of performance measures specific to PYDI that serve as the barometer for how the initiative is progressing collectively and serving at-risk youth and their families.

CountyStat Is a Learning Tool for Peers

The redesigned CountyStat website offers residents, peer jurisdictions, academics, and others:

  • Education on the functions and measures of County departments
  • Viewable performance data across the above initiatives
  • Supporting measures, additional context and background on performance measures and next steps
  • Access to previous CountyStat presentations and information on future meetings, including ability for the public to RSVP to upcoming meetings

For residents of Montgomery County, the new site presents an intuitive and easy-to-navigate approach to performance measurement and management. The comprehensive site includes a series of dashboards and hundreds of measures as well as narrative from departments on the factors that contribute to and restrict current performance.

It serves as a learning tool for peers at levels of performance measurement maturity identifying potential measures and helpful program descriptions, as well as providing a benchmark for other municipalities. Montgomery County supports peer success across the region and the nation and is actively engaged in the growing Mid-Atlantic StatNet, a peer benchmarking and best practice group made up of government stat leaders from the Capital Region.
